In the late 19th century, food needed to be transported further and the natural shelf life of flour wasn't meeting the needs of the modern world. By taking the germ out, flour was able to last longer but all the nutrition was also stripped out of the ingredient. The refined flour we see today has had the germ and bran removed and "bleached flour" has had a whitening agent added.
